The New Jersey Naval Militia Foundation (NJNM F) was formed as a 501c3 Corporation in 2002 to support the New Jersey Naval Militia Joint Command (NJNM). The Foundation's sole purpose is to raise funds in support of NJNM. Contributions to the Foundation are tax deductible under the Section 501c3 of the Internal Revenue Code.
The NJNM Foundation is not a militia organization, either organized or unorganized. It holds no drills and does not lobby. The Foundation does not own any property, and pays no rent. Foundation board meetings are not uniformed military events. The Foundation is subject only to state and federal regulations regarding charitable organizations. The Foundation’s officers do not receive any compensation, in any form, for their time and efforts on behalf of the Foundation.

What is a Base 3
Event?
A Base 3 Event is defined as any disaster that requires the
employment of first responders for more than 72 continuous
hours, or three full days.
This is relevant because first responders, by definition,
do not have reserves, or second responders, that allow
their units to be deployed against an event of long
duration. There are no second responders. All first
responder operational reserves must be drawn from other
geographic areas that are unaffected. Utilities do this
regularly during weather related disasters. Southern states
welcomed police volunteers to supplement their forces in
the post-Katrina environment and more recently the Monsey,
NY, fire department sent volunteers to Israel so that
Israeli first responders could be released for duty on the
front lines in Haifa.
The 72-hour threshold is important because responders
become physically and emotionally exhausted through fatigue
and sleep deprivation. The possibility of injuries and
fatalities through accidents increases markedly. First
responder effectiveness and command/control is
significantly degraded. Where volunteers are concerned,
issues of jobs and quality of family life rise to the
surface rather quickly. Thus, emergency planning at any
level must include planning for Base 3 Events, particularly
an event that is defined as a greater multiple of Base 3.
For example, an emergency that requires 30 days of
continuous response would be expressed as a Base 310 Event.
A Base 3 Event of unknown duration would be expressed as a
Base 3n Event.
Traditionally, the only reserve force that states have
available to them for events that exceed the resources of
first responders is their state National Guard. Currently,
most of the state National Guard is either deployed
overseas, training for combat deployment overseas, or just
returned from combat. The remainder is on light duty due to
physical infirmity or tasked to administrative duties and
otherwise unavailable for second responder activities of a
physical nature at the local level.
Summary: New Jersey first responders do
not have the capability to sustain a response for any event
greater than Base 31. The state does not have a second
responder, or reserve, capability to meet any event greater
than Base 31. The possibility of terrorist victory
increases with their capability to inflict damage at the
greater Base 3 levels.
